Good morning, a few resources for you as you look for summer student travel options.
I lead a small company operating in the high school, university, graduate, & professional Spanish language immersion travel space since 2001. As you mentioned, there are literally thousands of programs to choose from, so we've decided to focus on Spanish language proficiency development for our trips. But that is definitely not what everyone is looking for. So...
If a student is not interested in Spanish language development here is a free tool we've created to help people figure out the best fit for them and to vet the many programs they will surely encounter:

We also wholeheartedly recommend a few travel companies if language immersion is not the primary focus of the trip. If that is the case, check out Global Works Travel (Boulder, CO) and Walking Tree Travel (Denver, CO). The owners are fantastic and provide great experiences for their students.
If, however, students are looking at travel programs for language proficiency development, those programs should naturally include a healthy mix of: Spanish language instruction, service learning, adventures & host family lodging to maximize the language growth during the trip. This focus definitely reduces the number of quality options that exist.
